China's Ministry Of Education has issued a circular, advocating the establishment of cost-effective schools.

The Ministry has set up criteria for school construction that limits the construction of schools that go beyond normal standards or scale. It also prohibits high schools from taking bank loans for building or rebuilding their campuses without permission from their government oversight agencies.

In addition, the Ministry asks that general high schools attach more importance to their teaching quality rather than to refurbishing their building facilities.

The Ministry's regulations also require that the construction of schools be reasonably regulated to avoid unnecessary waste.
