China's Ministry of Railway has launched five measures to strengthen etiquette among passengers using Chinese trains.

The railway department's first plan is to make advertisements promoting the slogan "Chinese Citizens Behavior Guidelines for Outbound Trips" and "Chinese Citizens Behavior Pact for Domestic Trips" to educate passengers who will travel by train.

Second, all local railway bureaus will adopt their own unique measures according to their own characteristics to educate their passengers about being polite.

Third, railway departments will include passenger civility education as part of the job training for all their staff.

Fourth, railway employees will act as models for passengers to form an atmosphere of polite behavior.

Finally, they will improve their service environment and methods to best influence passengers and drive them to a more civilized manner.

In recent months, Chinese media have reported problems on railways, including smoking in non-smoking areas and complaints of spitting in public areas.
