China's Family Planning Policy Faces Adjustment
Zhao Baige, deputy director of the National Population and Family Planning Commission of China, says that China will gradually shift its population control mechanisms to a wholly-planned population and migration management system.
Zhao says that the adjustment will include shifting from focusing on single population control to generally-planned population problem solving that covers population quantity, quality, structure, immigration and safety. It also means shifting from single administrative oversight to comprehensive oversight that combines promotion, legal, technology, administration and social insurance areas.
Zhao says that China must analyze its declining population growth and find ways to use its rich labor resources to lay a strong foundation for sustainable development. He adds that China has made much progress in controlling its population through administrative means, however, this apparently can not meet the demand with further social and economic development.
