MCA Presses On Charity Legislation
Li Liguo, vice minister of China's Ministry of Civil Affairs, has disclosed to local media that MCA is pressing on with the legislation surrounding charities by revising the catastrophe aid and donation management measurement to better manage donations and promote the development of philanthropy.
By the end of last year, there had been more than 22 million urban residents in China who were living below the country's Lowest Life Guarantee level What's more, there were 82.96 million disabled people and 70 million to 80 million people affected by various natural disasters each year and they also needed relief aid.
Li Liguo pointed out that such problems as insufficient legal mechanisms and incomplete systems had greatly restricted the development of China's philanthropy areas. Li said that in order to solve these problems, MCA would focus on establishing a complete charity development mechanism and system by coordinating with the relevant departments, strengthening the management of the public donation markets through legislation, building a relief aid and information service platform, enlarging the government's financial support and further consummating the donation policies and simplifying the donation procedures.
He however did not give a full timeline for when these would be initiated.
