The State Council Information Office of China has formally published a whitepaper called "China's Energy Situation and Policy".

The 16000-character tome details China's energy development status; energy development strategy and goals; and China's policies and measures on promoting energy saving; increasing energy supply capacity; promoting the harmonious development between energy industry and environment; deepening energy mechanism reform; and strengthening international cooperation in the energy field.

The whitepaper points out that China has rich energy resources, but due to its large population, its per capita energy resource is much lower compared to most other countries. It emphasizes that China didn't, hasn't and won't pose a threat to world energy security; instead, it will continue its sustainable energy development to promote the sustainable development of world energy and make contributions to the world's energy security.

The whitepaper says that the mass exploitation and utilization of coal and oil is one the major reasons for environmental pollution and climate change, and as a responsible developing country, China has attached great importance to environment protection and global climate change and will rely on scientific and technological progress to constantly increase its capacity in coping with climate change and make contributions to the world's environmental protection.
