The China Legal Aid Foundation and All China Lawyers Association (ACLA) are together launching a RMB1 million fund for legal aid to migrant laborers.

Xinhua reports that the number of migrant workers in cities has reached 140 million, rising at an annual rate of 3 million over the past five years.

The groups hope to arrange at least one legal aid office in each of China's provinces within two years.
