The Beijing Urban Management Department says that it will send minors who are found illegally distributing pamphlets on the street to the city's relief stations for protection.

The Urban Management Department says that minors have been chosen as the main labor force for distributing illegal pamphlets advertising all sorts of services because according to law, minors will not face any harsh punishments and will only have their pamphlets confiscated. However, they will often resume their work once the city management staff leaves.

In order to solve this problem, concerned departments, including civil administration, police and urban management, have decided to carry out "protective measures" for these minors. Urban management departments will now send them to the police who will be responsible for sending them to the relief stations.
