China's Ministry Of Transport Sets Emission Reduction Targets

A national transport sector energy saving and emission reduction work video conference was held in Beijing on June 18 to help delineate targets for emissions reduction.

The conference proposed the main targets for the transport sector on energy saving and emissions reduction. Compared with 2005, in 2010 and 2020, energy consumption per unit of transportation activity of operating trucks should be decreased respectively by 5% and 16%; energy consumption per unit of transportation activity of operating ships should be decreased by 10% and 20%, of which sea transportation by 11% and 20% and rivers 8% and 20%; unit throughput comprehensive energy consumption of port production will be decreased by 5% and 10%, respectively.

By 2010, a more reasonable transport infrastructure network will be built and structural energy saving will progress; systems of energy saving technology innovation and technology service will be further completed, and technological energy saving will progress; establish transport energy saving strategic planning system, regulation and standard system, statistical inspection and examination system, policy supporting system and supervision and management system. By 2020, both structural and technological energy saving will achieve significant achievements, forming a long-term mechanism of transport energy saving.

To ensure the realization of the targets, eight areas should be paid attention to: improve transport planning system and promote the implementation of energy-saving transport planning; promote adjustment of transport structure and establish a energy-efficient comprehensive transport system; strengthen management on transport organization and adjust transport capacity structure; encourage technology innovation in energy saving and emission reduction; carry out "Energy Conservation Law", and set up a sound system of regulations and standards; enhance supervision and management, and create a statistical monitoring evaluation system; continue demonstration activities; complete supporting measures of energy saving and emission reduction.

Representatives from China's National Development and Reform Commission, Ministry of Environmental Protection, Civil Aviation Administration of China and State Post Bureau also attended the conference.
