The Recycling Economy Promotion Law passed by the eleventh National People's Congress Standing Committee will be implemented on January 1, 2009.
The law prescribes a series of systems for promoting the recycling economy for example the programming and evaluation systems for the recycling economy. The law is aimed at improving the country's economic growth model.
The new law has established the basic system and policy framework for developing a recycling economy. However experts say that supplementary administrative regulations and rules are still needed to make the law effective.
Promotion and encouragement measures include will preferential fiscal and taxation policies for recycling businesses.
