		<description>There are so many errors in this short artical that it is not funny.

The deadline was only changed in Sweden, Germany, Italy and the UK, but some Chinese airlines are alloaceted to other states which the deadline has already passed.

The final paragraph makes it sound like surrender of allowances starts immediatly, with the number of free allowances being reduced from 2012...which is not true, there is no surrendering before 2012. This may be more poor writing than poor journalism.

Finally, failure to submit a emissions monitoring plan will result in fines and possibly a ban from flying into europe if they refuse to pay. Failure to submit a tonne-km monitoring plan will result in a loss of free allowances...they are two very different plans</description>
