Guangzhou Raises Minimum Standards For Rural Citizens

Guangzhou Municipal Civil Affairs Department has announced that from October 1, 2009, Guangzhou has increased the lowest rural living indemnification standard and orphan fostering guarantee standard.
It is learned that Guangzhou has increased the lowest living guarantee amount from CNY220 per person per month to CNY271 per person per month in addition to raising the level of the other lowest-living-standard-based social aid services for farmers. Li Zhizhen, the director of the Department, stated that the policy would directly benefit about 80,000 poor people in the rural areas.
In addition, to improve the living standards of orphans and people living on government-funded charities, Guangzhou has increased the fostering standard amount to CNY650 per person per month, which means an additional government expenditure of CNY8.93 million a year.
At present, there are a total of 3,961 orphans and people living on charities (those who are unable to work and have no means of livelihood or support).
