An inter-city energy conservation and emission reduction manifesto, which is said to be the first of its kind in China, was published at the 9th China Economic Forum held in Harbin, Heilongjiang province.

Ye Bingquan, director of Macau's Social Welfare Bureau, told the media that the SWB had started drafting relevant measures to offer economic support to the unemployed and poor.

The Beijing Municipal Labor and Social Security Bureau said that next year it would strengthen its efforts to encourage enterprises to hire the unemployed and various measures would be taken to make the hiring of the unemployed account for more than half of an enterprises' total hiring.
