Xu Chao, deputy director of the National Copyright Administration's copyright management bureau, said at a press conference the government had promised harsher punishment in its newly-issued outline of the national intellectual property rights strategy.
Despite the reinforced crackdown on piracy in the past years, piracy remains quite grave. NCA will further do its job to protect intellectual property rights in five areas. First, inspire the creating vigor of intellectual property rights, which is also the fundamental target. Second, improve and revise existing laws and regulations to live up to the current demands of intellectual property rights protection, especially in the protection of Internet copyright. Third, provide better administrative protection on copyright along with judicial penalties. NCA has opened an anti-piracy platform for the public to provide tips about alleged copyright infringement cases and had established a system for rewarding the whistleblowers. Fourth, spread the idea of respecting and protecting intellectual property rights in the whole society. This is also the fundamental solution to piracy. Fifth, set up a copyright service system, and build favorable intellectual property rights environment.
China's State Council has also released the "Outlines on the National Strategy of Intellectual Property Rights", which says that China will be constructed into a country with high IPR creation, application and management level by 2020, with its self-owned IPR level increased, IPR achievement enhanced, IPR protection status improved and the public's awareness on IPR increased in the first five years. It emphasizes the importance of national IPR strategy implementation, and points out that the guiding thoughts for China's national IPR strategy is to provide strong support to the construction of an innovative country through improving IPR principles, creating a good IPR environment and increasing IPR innovation, application, protection and management level.
The Outline points out that the core content for China's national IPR strategy includes consummating IPR principles; promoting IPR innovation and application; enhancing IPR protection; preventing the abuse of IPR by making relevant rules; and nurturing IPR culture that respects knowledge, honors innovation and abiding by the relevant laws.
In addition, the Outline clarifies special areas surrounding patents, trademarks, copyrights, and business secrets.
