China's State Environment Protection Administration says the Huaxia Diyizulong travel project in Xinzheng, Henan Province is illegal and has halted construction.<\/p>\n
In addition, the Forest Park Management Office of the State Forestry Administration of China has also put forward three proposals, saying that no permanent facilities shall be built in the area before the general planning of the Shizushan Forest Park is approved; the problematic prophase construction should be properly handled; and a Shizushan Forest Park Management office with complete functions shall first be opened.<\/p>\n
A joint survey carried out by government departments shows that Zhengzhou Zulong Industry Development Company was involved in illegal construction because it had not fulfilled the relevant formalities before it started to construct \"China's First Archosaur\", a culture and travel project that was to feature a 21-kilometer long dragon and involved about RMB300 million investment.<\/p>\n
The project dates back to April 2002 when a Guangzhou native called Guo Shenghai had the idea of investing and building a huge dragon to symbolize the Chinese nation on Shizushan in Xinzheng, Henan Province. The construction of the project was started in December of that year without the relevant licenses. It was later halted at the beginning of 2003 by the Xinzheng government. In October 2005, Zulong Company took over the project and at the beginning of this year, it began to cooperate with Shenzhen Xiongwei Poem, Book and Painting Club to jointly push forward the construction of the project. On March 20, Zulong began to promote the project and invest money to resume its construction.<\/p>\n
