A representative from Shanghai Municipal Transportation Management Department is quoted in local media as saying that Shanghai will work out a better controlling measure and reasonable vehicle scale according to market demand and road capacity and launch a road congestion fee at an appropriate time.<\/p>\n

The road congestion fee will be collected in parts of the city's downtown areas where private cars will be limited during specific periods of time to offer more road capacity for buses. It is estimated that within the charging areas, the traffic will be lowered by 10%-20% and the average bus speed be increased by 15%-25%. This is good news for jaywalkers.<\/p>\n

However, the representative does not disclose how much will be charged as congestion fee. While limiting the use of private cars, Shanghai plans to also offer subsidies for buses to lower citizen's spending on public transportation.<\/p>\n","protected":false},"excerpt":{"rendered":"
