The purpose of organizing this netcafe new culture movement is to foster the healthy development of netcafes by integrating hardware manufacturers with software providers.<\/p>\n<p>Earlier this month, the Beijing Municipal Culture Department issued warnings to 12 netcafes who illegally accepted teenagers into their businesses.
