Xi'an Municipal Labor and Social Security Bureau and Xi'an Municipal Construction Commission have jointly issued four rules to ensure that the salaries of migrant workers are paid on time.<\/p>\n
The four rules are: fully implementing the labor contract mechanism; a recording system for labor issues in construction companies; implementing an enterprise labor insurance credit system; and improving the salary payment deposit system for migrant workers.<\/p>\n
According to the four rules, all companies that hire migrant workers must sign a labor contract with them. Those that fail to do so will be severely punished. Every company employing migrant workers must file a report to the labor department about their company data, their employment status, their social insurance status, and the signing of labor contract. Payment of workers' salaries will be included in a company's credit record. Those that are found to be dishonest will be exposed by the media. And, finally, companies will need to pay a deposit to the labor department and, if a company is late in paying workers' salaries, the labor department will deduct the outstanding salary amount from the deposit.<\/p>\n","protected":false},"excerpt":{"rendered":"
