Zhang explained that the province has taken three measures, including establishing a special team to monitor and keep track of the use of the relief funds, issuing rules on the management of the relief funds, and setting up a team to conduct on-site monitoring and audits of the use of the funds.<\/p>\n<p>Zhang said that the April 14 earthquake has caused serious destruction to Yushu and people are suffering not only loss of family members but also from severe damage to public infrastructure.
