It also means shifting from single administrative oversight to comprehensive oversight that combines promotion, legal, technology, administration and social insurance areas.<\/p>\n<p>Zhao says that China must analyze its declining population growth and find ways to use its rich labor resources to lay a strong foundation for sustainable development.
