Xinhua reports the arrest of Feng Qianwu, the owner of a Shaanxi Province coal mine where five workers were killed in February.
The collapse that killed the miners happened on February 20, 2006.
Feng owned the ShuiMoGou Mine ans has has been charged with operating the mine in an unsafe manner and for appointing unqualified managers to oversee the safety aspects of the mine.
