The Qinghai Office of Civil Affairs announced that the "Tomorrow Plan", which is intended to benefit disabled orphans, has helped about 2000 handicapped orphans recover from illness since the plan was implemented two years ago.

Ke Bao, officer of Qinghai Office of Civil Affairs, says that since the launch of the "Tomorrow Plan" in 2004, 2000 surgical operations have been completed with a success rate of up to 99.5%. As a result, many orphans who had been born with heart disease have recovered.

Ke Bao says that the "Tomorrow Plan" will be revamped i the coming months to ensure that handicapped orphans can continue to receive operations.
