Govt Agencies To Regulate Telecom Equipment Exports
China's Ministry of Commerce has formally promulgated a detailed rule on managing large telecom equipment export projects and has begun to arrange a coordination work team in cooperation with five other departments, including the Ministry of Information Industry, to regulate the export of Chinese telecommunications equipment.
Ministry of Commerce's new rule, which is called "Detailed Rules on Coordinating and Managing Export Projects Of Large Whole-Set Telecom Equipment" forbids twelve types of unfair competitive behaviors during the export of large telecom equipment. These unfair practices include disturbing bids with bribes or low prices, slandering other enterprises and poaching employees of other firms through improper means.
The rule also asks that enterprises that participate in large whole-set telecom equipment exporting programs report their programs to the China Chamber of Commerce for Import and Export of Machinery and Electronic Products, otherwise they will be severely punished. The rules do not stipulate what type of punishements the firms will face.
Ministry of Commerce will now form a coordination work team consisting of representatives from the Chinese Ministry of Foreign Affairs, Ministry of Information Industry, the Export-Import Bank of China and China Export Insurance Company to be responsible for making rules related to telecom equipment export and coordinating major issues related to telecom equipment export.
