Five new measures have been worked out by China's Ministry of Education and the Ministry of Finance to support students from underprivileged families in receiving a higher education.

The new measures include what are called the "Three Funds": a National Stipend, a National Incentive Scholarship, and a National Scholarship. Under the National Stipend program, each poor student will receive RMB2000 each year to complete their education. Under the National Incentive Scholarship Program, each of them will receive RMB5000 per year and under the National Scholarship RMB8000 annually.

In addition, vacancies like teaching assistantships, research interns and management positions will be offered for the needy students to work to support their own education.

A family situation form, containing a student's basic information, their family contact details, family members' information, factors that affect the student's family income and information from the local civil affairs department, will be sent to students who have been admitted to the college along with an admission letter. With this form, whose information has been verified by the civil affairs department with a chop, students from poor families will be able to enroll.
