China Development Research Foundation has released the "China Development Report 2007: Eliminating Poverty in Development " which analyzes issues related to China's poverty alleviation and puts forward some new ideas on eliminating poverty during China's fast development.
The Report says that China's original poverty line, which is based on maintaining survival, is no longer able to reflect rural residents' basic demands in developing their capacities, particularly on health and education, so a new poverty line that includes both medical and educational needs should be arranged.
The Report emphasizes that the lack of human resource capital as well as the lack of public services in health and education has become a main reason for rural poverty. It also points out that new poverty elimination policies should shift from production to the development of human resource capital and it has become an effective means to eliminating poverty through education, employment training and health guarantees.
The Report also states that government departments' coordination on funding and management should be unified in carrying out the poverty focused policies.
