Shanghai Will Take The Lead In Implementing Cosmetics Rules

Starting in November 2007, Shanghai will take the lead in implementing a cosmetics safety registry and auditing mechanism so consumers will be able to inquire online on which cosmetics are safe and qualified to use.
According to Xinhua, a first batch of more than 50 cosmetics brands have applied for the registry, and the review on their qualifications is being processed.
All the registered products will have a special bar code for consumers to make enquiries and their information will be posted on the related websites. Consumers only need to input a cosmetics' brand, product name or business license before they can find detailed information about the product.
Consumers can report to a complaint center jointly set up by Shanghai Municipal Food and Drug Administration, Shanghai Municipal Department of Industry and Commerce and Shanghai Consumers' Right Protection Commission or report online when they find that the cosmetics they buy are unqualified. The Management Office established by National Cosmetics Quality Management Work Commission and Shanghai Municipal Beauty and Hairdressing Association will be responsible for compensating consumers in cases of problematic cosmetics.
