Chinese Enterprises See Better Business Climate

The Business Climate Survey results from the National Bureau of Statistics in China showed that the national business climate index was 139.7 in the first quarter.

The index measured 19500 enterprises of all the types throughout the country and the results are on a general level with that of the previous quarter, and a rise of 8.2 points as compared with the same period of previous year, which rose significantly as compared with the same period in recent years. BCI generally continued maintain at a high level trend since the second half of 2003.

The BCIs of all enterprises by status of registration was increasing as compared with the same period of previous year. The BCI of state-owned enterprises, collective-owned enterprises, cooperative enterprises, limited liability corporation, share-holding corporations limited, private enterprises, foreign funded enterprises, and enterprises with funds from Hong Kong, Macao, and Taiwan was 137.5, 116.3, 121.1, 137.8, 154.2, 131.2, and 142.3, respectively. The BCI of state-owned enterprises, collective-owned enterprises, and share-holding corporations limited increased as compared with previous quarter.

The BCIs of wholesale and retail trades, transportation, storage, post and communication was standing at 151.7 and 137.7, with obviously climbing to 7.1 and 12.4 points as compared with previous quarter, and an increase of 10.5 and 9.4 points as compared with the same period of previous year, which reached the highest points in the recent years; that of catering services, manufacturing, real estate, and social services was 148.8, 139.3, 138.8, and 128.1 respectively, jumping 1.1, 1.0, 5.1, and 0.5 points as compared with previous quarter, rising 13.5, 11.4, 5.8 and 5.2 points as compared with the same period of previous year; that of construction, information transfer, computer services and software, hotels was 127.7, 155.1, and 116.5 respectively, dropped 10.4, 1.9 and 8.9 points as compared with previous quarter, but rose 3.5, 1.3 and 2.5 points, year-on-year; that of mining, production and supply of electric power, gas and water was 157.9 and 137.0 respectively, which declined as compared with previous quarter and same period of previous year.

The BCIs of large enterprises was significantly higher than small-medium enterprises. The BCI of large, medium, and small enterprises was 162.7, 126.7, and 116.7 respectively; the BCI of large enterprises was 40.0 points higher than small-medium enterprises. As compared with previous quarter, large enterprises slightly increased, while that the small-medium enterprises still kept general levels; as compared with the same period of previous year, large, medium and small enterprises rising 13.3, 4.9 and 3.8 points respectively.

The BCIs of national pilot enterprises, listed companies, key state enterprises continued to maintain a high level at 159.5, 161.6, and 167.0, respectively. Of those, national pilot enterprises and key state enterprises increased, while that the listed companies kept general level as compared with previous quarter; and with an obviously increasing between 12-22 points, year-on-year.
