Shanghai Municipal Health Bureau has designated six hospitals as the emergency centers for critical new born babies.

The six hospitals are Pediatric Hospital Affiliated to Fudan University, Shanghai Children's Hospital, Xinhua Hospital Affiliated to Shanghai Jiaotong University School of Medicine, Shanghai Children's Medical Center Affiliated to Shanghai Jiaotong University School of Medicine, No. 3 People's Hospital Affiliated to Shanghai Jiaotong University School of Medicine and Shanghai No. 1 Women and Children's Hospital.

These hospitals are asked to have a well-trained and professional medical team and a complete emergency saving channel to ensure that each newborn baby patient can be effectively handled. They are also responsible for training staff for the pediatric departments of other medical institutions.

Apart from city-level emergency centers, district and county level emergency centers and green channels have also been set up to help move or save critical newborn babies. SMHB has asked that the women and children hospitals of each district and county establish necessary communication network with their corresponding emergency centers and assist in diagnosing and saving the infants to lower the mortality rate. SMHB has required hospitals at various levels to strictly carry out the first-diagnosis system and must not shuffle responsibilities in saving sick babies.
