Guangdong Municipal Labor and Social Security Bureau is now soliciting public comments on "Guangdong Regulation of Labor Protection Monitoring" which says that companies failing to pay salaries to employees in a reasonable amount of time could be fined up to CNY500,000 on top of other compensation.

According to the regulation, construction units that are engaged in construction or decoration and municipal infrastructure construction should set up payment guarantee systems or open a special account in nominated banks before beginning construction work.

Citizens can log onto the website of Guangdong Municipal Labor and Social Security Bureau at gd.lss.gov.cn, and click on the column of "public comment", or mail the LSSD Supervision Department their comments. The closing date for receiving the comments is July 10, 2008.
