China's Ministry of Civil Affairs has signed an agreement with the Guangdong provincial government on the joint promotion of the reform and development of civil affairs work in the Pearl River Delta Region.

According to the agreement, MCA and Guangdong will enhance cooperation on eight major aspects: promoting the reform and development of social organizations; deepening community construction; grassroot management and service reform; proactively setting up a social work system; exploring ways to build a social welfare system; speeding up and improving disaster relief systems; building up and improving settlement services for special groups; improving administrative planning and management reform; and promoting the development of charity undertakings.

In addition MCA will work with Guangdong province to push forward the joint meeting system on civil affairs reform, address major issues related to their cooperation, and conclude and popularize successful experience to other regions.
