China Issues Green Gas Emission Control Plan

China's State Council Development Research Center has published a report on green gas emission control.

The report, which was published on Economic Research Journal, states a theoretical framework and solution for green gas emission reduction and it tries to solve problems caused by the difference in per capita emission between developed countries and developing countries including China.

The report says that if all countries' emission rights can be clearly defined and strictly protected, it is possible to set up a corresponding market trade mechanism and emission control can become a rewarding behavior.

The report makes the responsibilities of China and other developing countries clearer. It is believed to redress the inadequacies of the Kyoto Protocol.
