According to a measure on unified outsourcing of legitimate Microsoft products by netcafes in Dongguan, Microsoft aims to push netcafes in Dongguan to use legitimate software within five years.
Under the measure, and assuming that most software currently used is not legal, software used at netcafes in Dongguan will be legitimate in five years with 20% increments completed each year. However, many netcafes are complaining about the high price of Microsoft software and saying that they can't afford it.
Local Chinese media reports that Microsoft may sue netcafes that refuse to adopt legitimate software and have local government agencies and courts punish them by issuing a fine, asking for compensation, deleting their pirated software or ordering them to purchase the legitimate software.
Microsoft China stresses that Dongguan is not the only place in China where it is promoting the legitimate software.
