Xi'an Rules On Salary Payment To Migrant Workers

Xi'an Municipal Labor and Social Security Bureau and Xi'an Municipal Construction Commission have jointly issued four rules to ensure that the salaries of migrant workers are paid on time.

The four rules are: fully implementing the labor contract mechanism; a recording system for labor issues in construction companies; implementing an enterprise labor insurance credit system; and improving the salary payment deposit system for migrant workers.

According to the four rules, all companies that hire migrant workers must sign a labor contract with them. Those that fail to do so will be severely punished. Every company employing migrant workers must file a report to the labor department about their company data, their employment status, their social insurance status, and the signing of labor contract. Payment of workers' salaries will be included in a company's credit record. Those that are found to be dishonest will be exposed by the media. And, finally, companies will need to pay a deposit to the labor department and, if a company is late in paying workers' salaries, the labor department will deduct the outstanding salary amount from the deposit.
