The Chinese Association of STD/AIDS Prevention and Control disclosed to China Daily that China's Ministry of Civil Affairs is considering adjusting the rules regarding the registration of non-governmental organizations, with the aim of facilitating the registration of of these special entities.
It is learned that quite a lot of NGOs in China are having difficulties in registering. According to China Daily, there are more than 400 NGOs working on AIDS prevention in China, and the majority of them have not been approved by MCA.
However, in response to the news that it will relax the limit on NGO registration, MCA said that it had not made any announcement to that effect.
China's first NGO Registration and Management Rule was promulgated in 1989 and it was later revised in 1998. The rule said that an NGO must be attached to a superior organization before it can be formally registered. Currently the number of NGOs in China is almost one hundred times larger than in 1989, but the majority have not been registered, with the result they can not enjoy preferential taxation.
