An inter-city energy conservation and emission reduction manifesto, which is said to be the first of its kind in China, was published at the 9th China Economic Forum held in Harbin, Heilongjiang province.
Jointly signed by the mayors of 40 China cities, the manifesto proposes that all Chinese cities take more effective measures over the coming decade to realize the goal of reducing the GDP carbon dioxide emissions by 40%-45% based on 2005 levels.
The manifesto states that joint efforts of the government, enterprises and the public are needed to realize energy conservation and emission control and to promote eco-civilization; governments at all levels should make plans and rules regarding emission reduction; work should be done to promote the development of new energy and new technology; and energy saving cities shall be built to facilitate emission reduction and sustainable development.
