Jiangsu Makes Law On Charity Donation

Jiangsu province in China has reviewed a rule on promoting philanthropy that is expected to be the first of its kind in China when it has been passed.

Zhao Shunpan, a director from the Jiangsu Legislation Commission, disclosed that Jiangsu ranks among the top provinces in China for philanthropy with all the 13 cities and 106 counties of the province having charity organizations. In addition, by the end of 2008, the province had raised more than CNY10 billion in charity funds.

The rule defines philanthropy as citizens', legal persons', or groups' donations to charity organizations. It requires that donations made through voluntary activities, competitions, sales or auctions be associated with charity organizations, and be notarized, and audited and the results announced publicly.

The rule says that charities should carry out philanthropic programs on a voluntary and unpaid basis, and must not apportion funds to others in any way. In addition, charities should pay due respect to those being helped and protect their privacy.

The rule adds that preferential support and service shall be given to companies that have made outstanding contributions to the local philanthropy.
